Call for Applications: Policy Researcher in Spain

The Networks Overcoming Antisemitism (NOA) Project, coordinated by CEJI-A Jewish Contribution to an Inclusive Europe, is recruiting an experienced researcher based in Spain to produce a National Report Card on Government Measures to Counter Antisemitism and Foster Jewish life. This is a 6 to 9-month part-time contract beginning October 2024. Application deadline: September 9, 2024.

Background

Following the European Council’s 2020 Declaration on mainstreaming the fight against antisemitism across policy areas, the NOA project was undertaken to support the development and implementation of national action plans and provide a wealth of socio-cultural educational resources. A flagship output of this project is the production of National Report Cards (NRCs), which help measure Member States’ progress in the implementation of the Council Declaration. They hold governments accountable by benchmarking progress indicators and encourage collaboration by engaging various stakeholders. The first phase of this project has successfully been completed in 5 countries: Austria, Belgium, Hungary, Italy and The Netherlands. The roll-out of the NRCs engaged 100 policy-makers and policy influencers in each country, leading to substantial action.

Scope of position

This is a call for a National Researcher in Spain, who will be responsible for writing the country’s National Report Card as a final deliverable. The report will follow the format of the already-completed NRCs[1] and be based on a specific methodology already developed.[2] The researcher will be required to attend an in-person Orientation Meeting planned for November 2024 in Brussels. They should also be prepared to present the research at 1) A national stakeholder workshop for a group of 25 government, civil society organisations and community representatives to process preliminary findings; and 2) A larger national conference of 100 community and policy stakeholders to optimise exploitation of the Report Card results and recommendations. The researcher will be invited to participate in the final project European conference in March-April 2026 (not mandatory).

Tasks and responsibilities

The candidate will be responsible for the following:

  1. Undertaking  desk research
  2. Undertaking interviews with experts
  3. Engaging with stakeholders at various stages of the methodological framework
  4. Adapting the methodology and indicators to the national context
  5. Examining and analysing the implementation of the EU Council Declaration on the Fight against Antisemitism based upon objective, measurable indicators.
  6. Liaising with the European NOA Project Coordinator to achieve a final scoring of the indicators
  7. Writing a comprehensive analytical report identifying policy gaps and outlining recommendations for effective strategies that create impact.

Qualifications

  • Good analytical, communication, and facilitation skills, excellent political judgment, and the ability to plan and prioritise work, including under pressure, and meet deadlines.
  • 5 to 10 years of experience as a policy researcher affiliated/working with research institutes or a specific university department.
  • Specialist knowledge of antisemitism, including the international legal framework for combating antisemitism, and an in-depth understanding of the key concerns in the field.
  • Relevant knowledge of related political, social, legal, economic, cultural, ethnic, and gender issues.
  • Excellent written and verbal English, in addition to fluency in Spanish.
  • Experience in interview-based research.
  • Previous research experience with bodies such as OSCE, UN, and EU is preferred.
  • Excellent use of MS Office (including Excel, Word and PowerPoint) and facility with databases.

Salary/Fee: € 10,000 (VAT included)
